What country flags emojis are used for
Country flags do identity work: nationality in a bio, a football result, the language somebody is learning, a trip just booked, a dish claimed as local. Each one is a pair of regional indicator letters matching a two-letter ISO 3166-1 code rather than a picture, so a device without the artwork simply shows the two letters. Windows has done this for years.
